nursery education
   Spain has an exceptionally extensive system of nursery schools. Over 90 percent of children receive at least a year of nursery schooling before they proceed to primary education or EGB, as it was called before 1991. Although the bulk of nursery education is provided by the state, approximately 40 percent of the schools are feepaying, which creates a bias in favour of middleclass families, and means that poorer children who have not attended nursery school are sometimes at a disadvantage during the first year of primary school. Under the reforming legislation known as the LOGSE (1990), it became the responsibility of the state to provide nursery education free of charge for children aged between four and six, though attendance is not obligatory.
